Strictly speaking, Gregory was fouling Downing as much as the other way around. He was shoving Downing away to get goal side. Then there's very little evidence of a tug (his shirt doesn't move) and he went on to voluntarily lose his own legs from under him. Their manager did say they would try to win ugly - 100% delivery on that then!
These decisions happen across the leagues week-in week-out. We just need better enforcement and frankly better referees, but can't see either of those things happening...
There's so much happening, it's too difficult for referees. The only way is video evidence.
Possibly D50. But then there is the principal of marginal gains that refs should strive for. The players nearby were quite clear there was no foul in this case. Hopefully this ref will make fewer mistakes like this one in future.
